R.P. Kangle is the author of The Kautiliya Arthasastra – Vol. 1,2&3 ( avg rating, 11 ratings, 0 reviews, published ), The Kautiliya Arthasastra. As per Kangle there are multiple Authors who added to the Arthashastra and it does reflect some influence of Manu Smriti as well which perhaps is a much later . From Book I of the Arthashastra we already know the intellectual and character qualities which Kautilya requires of the ideal-type ruler. Of singular importance is the ever-popular classic play Mudrarakshasa by Vishakhadatta, in which Kautilya is the protagonist cf. Ina few years after the newly discovered Arthashastra manuscript’s translation was first published, Max Weber stated:.

Kangle’s intellectual interests are borne out by his published work, though only partially. The second task of the sattrin is espionage and covert operations in foreign countries.
In the happiness of the subjects lies the happiness of the king and in what is beneficial to the subjects is his own benefit. There was no parochial sentiment in this though, for that would have been against his grain. Kangle started his teaching career at the Gujarat College Ahmedabad, from where he moved after a few years to Elphinstone, a home-coming as it were. Except his own reference to the coup against the Nandas, we have no reliable biographical data on Kautilya.
Shamashastry found in Mysore, South India, were written down respectively in the 17th and the early 19th century. The ruler himself must hear what the concerns and needs of the people are.
